The NCJC, while new in its own right, has a history to draw from, as its concept comes from the National Joint Council (NJC) of the Public Service of Canada which is a consultative body created by Order in Council in 1944. The purpose of the NCJC is to promote the efficiency of NAV CANADA and the well-being of those employed by the corporation by providing for regular consultation between NAV CANADA and bargaining units on behalf of represented employees. The NCJC consults on many issues that affect represented employees throughout the company:
It is more efficient to negotiate these matters at the NCJC rather than at each bargaining table, and the NCJC forum has been a successful vehicle for dealing with many issues, to the general benefit of all represented employees.
